The road was shut between junction 52 at Claydon and junction 55 for the A12 at the Copdock Interchange on Tuesday night.
Suffolk Police was called at 19:35 GMT, with the ambulance service, air ambulance and firefighters also at the scene.
One lane of the westbound carriageway reopened at about 13:15 on Wednesday and National Highways said resurfacing works would take place overnight.
Police said one of the lorry drivers, a man aged in his 60s, sustained serious injuries and was taken to Addenbrooke's Hospital by land ambulance.
According to the fire service he was trapped in the vehicle and firefighters had to use rescue equipment, trauma kits and an extraction board to free him.
He remains in hospital in a critical, but stable condition. The other driver, a man aged in his 40s, sustained minor injuries.
The fire service said the cargo of both HGVs was confirmed to be non-hazardous, but there was a significant amount of debris on the westbound carriageway and diesel.
Highways EnglandDuring the closure there was exceptionally heavy traffic in and around Ipswich, with long queues also on the A12 near the Copdock Interchange.
A diversion was put in place, but was later removed when one of the A14's lanes reopened.
